"During her 9 months at Ealing Council as Interim HR Director, Hilary provided strong leadership, direction and focus for the HR function. She demonstrated personal and professional credibility with Corporate Board and colleagues at all levels and instilled confidence through delivering what she promised. Securing Corporate Board agreement to a new vision and operating model for HR to deliver staff performance and service delivery;
Initiating a programme to develop the capabilities of the HR Leadership Team;

Historically HR activities at Northamptonshire County Council had not been directed towards achieving the Council's goals. Hilary developed a new HR Strategy to refocus the service, improve its approach to customers and provide a framework for managing the Council's workforce effectively.
